The format belongs to a category called shokugan — a Japanese tradition of packaging a small candy (typically gum or ramune) together with a collectible item inside a single blind-pack wrapper. These were sold for a handful of yen at convenience stores, toy shops, and supermarkets across Japan, with no official international distribution. Any copy found outside Japan was brought over from there directly.
